A skilled and managerial class, with a rich curriculum administration, certainly makes a difference and so can bring home big wins.
You can not deprive the City Hall because it means penalizing the entire city that still sincerely and future prospects, it makes it hard to fill the role of European Capital.
The failure to mention the decree in the Municipalities of Rome Capital is a choice that I disagree completely and I believe that empties the spirit of the law that otherwise would hope that a concrete and effective has become the best that won the elections decentralization in the best way to respond to the needs of the population live.
Only through a policy of this type may also restart an appropriate urban and social development.
